The Ministry of Foreign Affairs of Russia is issued the list of high migration risk countries. If you're a citizen of one of these countries it'll be difficult to make a Russian invitation for you. But not impossible)
I was really surprised that China is in this list too. Actually chinese citizens don't even need a visa to enter to Russia. But they need to thoroughly prepare for this trip. They have to associate in groups of no less than five person and acquire a authorized agent of tour operator to head them. Finally the list of group should be confirmed by russian tour operator. And even under such conditions chinese citizens are in the high migration risk group.
